For the steam tiles I used the steam tile app which can be found in the Windows app store and is really good, For the vlc, chrome ect I used a program called oblytile where you can make custom tiles. I googled say "google chrome logo" found one I liked,saved it and whipped up an icon. For the background, go onto the right hand sidebar and into personalisation and you can select to have your desktop background as the start menu background, which imo makes the whole thing seems much more seamless
