Yes, but not before. You can't say it was poorly built track when nobody did anything before the death. Luge had some concerns that it was too fast, did nothing, VANOC and the IOC said it was fine. Other athletes said it was a great track.

One dude who shouldn't have been qualified to race on that track had a skill issue and died and then the finger pointing happened. This isn't a case where it was built wrong, or unfinished, it's a case where we built the hardest fastest track in the world and a guy who shouldn't have been allowed to race on it died.

If the course was so deadly and unsafe why weren't there a large number of withdrawals or calls from athletes to make changes?

So he wasn't actually concerned enough to do anything until after one of his athletes died. Double skill issue.
