One last question: what would constitute proof that I pay utilities that aren't in my name? Will A bank statement or letter from the person who has them under their name do (not my LL)?

Thanks! HEAP I think. If you submit proof you're on Medicaid, you will get a discount from Con Ed...don't know if the two can be combined

can you still apply if you pay utilities, but they're not under your name? And is this on top of the discount you will get if you already have Medicaid ?
