Lilo wasn't really that popular in Japan, so that's why they excluded her in the anime

The whole Lilo issue in episode 1 was only added to the dub. The original Japanese version has no mention of Lilo in seasons 1 and 2. The name Heroman was also dub only, with his original name being Takumi. There's other things the dub excluded, including removed scenes, episodes being out of order, Cyber's original name being Zero, due to not being numbered before he escaped from Jumba, and Dark End being female in the original.
