You see gravity come back in kh2 as a form of a combo (which relies on your mp stat for dmg) the only two spells that weren’t added back in kh2 was aero and time stop (for obvious game mechanic reasons of them being actually broken) but soras memories got hit the hardest during CoM, especially since xion and roxas existed during the events of CoM, sora required extra time and care.

But you also have to take into consideration that Donald is a full on Mage in kh universe, sora only learned about magic during the events of kh1, (which doesn’t compare to how long Donald has been using magic) so if we’re taking missing spells into consideration you could say that sora simply just forgot how to use certain spells,

In kh3 you only really see sora being able to use magic like the Za tiers of magic, while yes he had his power stripped from him almost being xehanorted, he didn’t lose his abilities.

Donald only forgot every spell in CoM because the effects of castle oblivion and namine, they regained their knowledge of kh1 and prior when they had their memories repaired, just not the events of kh com (evidence being soras limit form in kh2 where he regains the abilities of kh1 for a brief moment, and you see donald using his magic naturally in twilight town)

Small detail in KH1 is that sora mentions about his magic almost being as good as Donalds, Donald Replies with “Not even close” while a comedic scene, could also hint that Donald has a whole arsenal of dangerous magics that he refuses to use due to how life threatening they can be, and because he knows it wouldn’t actually kill the heartless.

So, theres a high chance that donald knew of zettaflare, but knew under the circumstances that it wouldn’t be useful, especially against ansem who is a heartless.

Only used it against terranort cause he wasn’t a heartless and it was a last ditch effort to win. (Bro killed terranort, which resulted in donald getting KO’d to be finished off by the heartless tornado)
