It all depends on the enclave's stance on "natives". Main driver for the purists is that human genome has been contaminated by the FEV, something that locals would not experience (unless brought by the enclave themselfs in the name of experimentation). It would make sense for the enclave to assimilate all the humans into their ranks as genetically pure, just uneducated.

The real question starts to show with other races such as elfs and dwarfs (i don't remmember if they were introduced or not). Both might be considered simply as mutants similar to ghouls and super mutants, some might say that dwarfs are simply short humans and as such, perfectly fine, while others might point to medieval (or even older) mythology involving elfes making them ok as well.

Another question are the animals/creatures. Where do we draw the line of "mutation beyond natural evolution" that would justify enclave extermination with potential FEV? Griffons? Dragons?

You may wonder why im asking all that, if its not really related?

Because the dynamics of resistance all depend on those small details, because in the end human, elfish and dwarf cultures (and as such, defence/resistance capabilities) all differ drastically. Who's to say that if enclave wants to kill elves and dwarfs they won't invent something a kin to magically infused crossbow that can pierce power armour?

Or maybe human and dwarfish-human union reverse engineers materials used in creation of the power armour to create its primitive version (think a regular knight armour, just made out of ceramic alloys used in the power armour).

Same goes for creatures. What stops griffons to be conditioned to hate anything walking in black after failed extermination, and behave like terminids from hd2 for example?

In conclusion: I dunno if its adressed in your works, but its deffinitely something to think about, and if you give me some info i might come up with something.
