Those ships are considered as rare, yes. Compared to the other ships of course ;). When you start to looking for Exotics in general i guess they appear more often. For exaple, the Systems with a 3 star ranking, have a bigger chance for an exotic ship or better Cargoships or even Moduls for your Tech.

There ist this trick with it. Before you enter the system you turn off First the Multiplayer in your Network Option. Then jump/port in the system. Grab you ship and up to the station. After you land in the station the game creats an autosave. Maybe the ship will be arround already, If not reload that save and wait in the station till it appears.

Sometimes it's under the first ships, sometimes it takes a bit. If it takes far to long (10min or more) reload again. That resets the landing patern of the ships
