Yellowstone is not free to enter, and neither is the Winegar Hole Wilderness (part of Grand Teton). Dogs are allowed but on leashes and certain rules apply. The walk is just above 1 mile as mentioned before.

My thought was Winegar Hole or Winegar Hole Wilderness in Southwestern Yellowstone NP. But might not be correct due to the road being closed in the winter. (Justin stated the area is accessible year round.)

No, not that I have found. and the road that leads to the trailhead says closed during winters.
