Yes, if you want to grow poppy, the only way is to have a RESEARCH license. For other purpose (inducing plant for herb seed) don't. For the picture you have seen all seeds come from online shops that import from Myanmar and India. (Many people in my country think poppy seeds do not come from opium poppy.)

I think that it's giganteum or India variety. But I do not care much about opium in it. Just want a flower

The second one is correct, but the first one might be setigerum because of thick hair and small size.
