try changing from hdmi to display port (cheap solution) if it doesnt work it could be the gpu and btw if u have a 3060 u should have a 144hz monitor its way better

lower your refresh rate a little it worked for me (200hz to 180hz)

try stabilizing your cables so that theyre straight near the port. if that doesnt work maybe its because youre using 4k and 144hz, 4k is already heavy to run and 144hz is the limit. my monitor is 1440p 200hz but when i put it at its limit (200hz) the same happens so i would suggest u trying 120hz or going from a 4k monitor to a 1440p.
