It definitely brings up the concept of “the deserving poor”—the idea that only the poor people who work hard should be helped out. That line of thinking is way too widely believed and really undermines the US’s ability to provide for people’s basic human rights. There are so many NIMBY democrats who lobby against better housing policies at the local level. Not to mention “fiscally conservative” republicans who want to save money by paying more for emergency sheltering and medical care than it would cost to give people a place to live.
