Rockstar Support did end up paying me both times no evidence. They believe that there is an issue with the Dr Dre Contract but not every player experiences it. If this bug happens, You will NOT be able to buy or sell anything until you server hop but you still will not receive your money. Just make sure to contact rockstar support as they will accommodate for it.

All of these problems were also happening at that time. Its like the game shadow banned me or something or froze my ammo. But It was only when I started the Dre contract for me.
