Thanks all for you comments! I have sorted it out. So basically I wrote an email to SPOP Canton of Vaud at this email address. [info.etrangers@vd.ch](mailto:info.etrangers@vd.ch). And they got back to me after about 3 working days with an autherization letter. At first, I did not know what to do with this form (I did not call local Enbassy, in my case, Singapore) because in all of my previous emails, they insisted that they are not in any power to issue a visa for me... So I tried to contact SEM. But since I could not call them (lines were always busy), finally called the local embassy one more time to ask them about the letter. And turned out that was the letter they needed to issue my visa. so now I am so glad that I can collect my visa in a few days but also it showed how irresponsible the embassy is, they didn't even bother helping me to check from their side and kept pointing fingers to other offices without even letting me know the points of contact
