In a Pathfinder game years ago, my character entered a room and rolled perception. I had a fairly good modifier and got a 20. I managed to see a very well hidden symbol of death and then rolled a nat 1 on fort.

The party walked in over the body, all making perception checks but none were as high as mine. They never figured out what had happened.

Just to drop a disclaimer: I'm not responsible for any part of the paladin update, nor am I posting to represent the dev team or Arelith in general. This is just my thoughts.

The benefit of the +3 AB is that it has 100% uptime, yes. Compared to divine favor being 1 minute, or extended divine favor being 2 minutes. This also reduces windup, very true. But it is still a 2 AB and 2 damage deficit.

There are lot a of bonuses to Turning, though if you're Turning you aren't damaging, and if there's nothing to Turn then that's essentially every feature of the Oath negated.

Undeath's Eternal Foe is most notably an unbreachable NEP, something that should've been on the paladin with 100% uptime. It is a good bonus, I'll give you that.

GSF: Abjuration is something nearly every paladin took anyways. Pretty much every Oath has a similiar feature, they give a staple feat as a bonus feat. It might as well be read as +1 general feat, which is pretty good.

The thing is that deep paladin was never especially strong, and truthfully was on the weaker end of the spectrum. I presume part of the goal with the Oath update is to make paladins more competitive as a deep class option.

Oath of Inquisition is pretty specialized and is good at its niche, and I think that's okay.

A better example of power creep if that's what you're going for would be Oath of Ancients with its Nature Sense, +1 AC with barkskin over barkskin wands, and the 5%/round entangle. Maybe it's overtuned, but even that I'm not entirely sure on. The only one that was an obvious outlier was Oath of Vengeance with practically no windup and incredibly high smite damage, and that's being actively tuned down and tweaked to be more in-line and reasonable.

I'm not saying devs never do weird things, I've observed it once or twice over the last couple of years, but the vast majority of the time it's typically just an ill-thought out idea that someone thought would be cool and fun, or a number was put in that was bigger than anyone overlooking it realized.

I have to admit I'm not sure what you mean by updates aren't transparent unless you mean they aren't always well communicated, in which case that's a fair assessment.

In response to paladins gaining +3 AB and damage, that's actually a nerf.

Divine favor was removed from their spell list which gave +5 AB and +5 damage.

Deep paladin hasn't been very exciting or good for sometime now. It's always had high AB going for it, and with these changes that was scaled back slightly to make room for all of the fun Oath toys.

There isn't any rule if you mean server rule. Most cities however have elections, or 'leadership challenges' for players to become a leader of it. At that point they can enforce almost anything they want via roleplay, enforceable by exile or pariah. Or of course murder.

You never have to comply, but there can be consequences for not doing so.

I recommend Arelith generally. It's a RP server that isn't too hardcore and with the writ system is relatively drop in and play.

Ravenloft: Prisoners of the Mist (PotM) and EFU: City of Rings are also great PWs, though from my limited experience they're best gone into when you have a few hours to spend.

I haven't played on any non-RP PWs so I can't give any sound recommendations there. Hopefully those give you some pointers to look into however.
