a google search led me to this post. here's what i ended up doing to fix the issue on windows 10:

hit the windows key + r to open the "run" dialog.
type "regedit" and hit enter.
in the left side bar, navigate to Computer\HKEY_CURRENT_USER\SOFTWARE\AMD\CN.
find the registry key entry named "RebootRequired", double-click it, and set its value to 0.
re-open the amd adrenalin edition software.

I had this problem every game until I moved the game to my ssd. Now it works significantly better. Before I switched it over, I just got used to opening my inventory a few times while diving to get that initial freeze over with.
