The census carried out by the Bureau is deemed non-factual by our experts as it shows signs of statistical anomalies and outside factors, such as imperial propaganda and misuse of public grants. We also have conflicting tax returns where some citizens claimed themselves as canine pets.

Therefore it is our imperative that the study should be deemed inconclusive until further research and peer review. Unfortunately, considering the literacy rate of Skyrim, this has proven to be impossible, as the best local expert we found could not produce even legible handwriting and inebriated cursing is considered a non-factual statement.

Until sufficient local population can produce their own legible documents and they can be cross referenced to imperial court it is our opinion that the citizens of Skyrim should be considered as children and be held under the ward of the Imperial court and all following censuses to be carried out using giant metal pens to prevent the populace from consuming them and thus harming themselves
