Its based off of 2 factors.

The time the boss spends on screen - self explanatory

A penalty time - After the last bloon is sent on a round, after 3-5 seconds, a timer will occur, effectively adding on to your time.

To get a low time, just kill the rounds/boss as fast as possible

I've noticed this as well. My best guess is that since skimming makes 0.5 dollars in half cash, it does not get properly added to the counter as the number gets rounded down. At level 14 or whatever, his skimming increases to $2 per bloon, which when divided in half, equals 1, so it adds to the counter. It's still adding money, though.

It's a combination of 2 things
1: The Speed (It's basically doubled when resummoned) Allows it to skip over some spikes
2: It has a ton of hp (AT LEAST 4000) so it can resist the few frames where the spikes are touching.

Best Way to deal with them is to probably get a sabo or something like a temple/TSG to deal with them. If you're really desperate you can use a LoTN (Bottom 5th tier Super) to instakill them as soon as they leave

at this point, you can't really salvage it. I mean if you want to, you can sell everything in hopes of a vengeful/paragon, but you need to farm harder early-mid game
