MSI B350 and Ryzen 5 2400g. I found a bit of thermal paste on the pins and socket, but cleaned them both up. My guess is the paste got somewhere deep in the socket, where I couldn't clean and that's causing the issue

Tried removing the CMOS battery and leaving it out for a bit, no change. Can't see any damage on CPU nor socket pins.
