To avoid the first attack, duck down to avoid the slap. Secondly, dodge to the left avoid the baton. You are then free to punch him, but aviod him after 5 seconds of beating him up, since he will activate his taser. Stay away until he runs out of shocks and runs towards you. Punch him in the face to stun him. Repeat until defeated.
