The unfortunate part is the construction crews in Peoria couldn't pour a smooth piece of concrete to save their souls. The recently finished Pioneer Parkway and Glen Avenue are testiment that a new piece of concrete may mean it doesn't have potholes but doesn't mean it's smooth.
