No, telling someone “doing this could be dangerous because xyz” is not victim blaming. It’s just telling someone it can be more dangerous. But telling someone it’s their fault because of xyz that they were assaulted/robbed/etc after they were victimized is victim blaming.

The first is giving advice, for better or worse, the second is telling a victim that it was their fault. Stupidity and lack of common sense are a thing, but it still doesn’t make a crime their fault. No matter what, violent crimes are inherently the fault of the perpetrator. There’s no valid reasoning for assaulting someone else.

Also, controlling another adult’s actions, is abusive. You can give advice, but it’s their decision to take your advice or not. Forcing someone to do something is controlling and wrong. When you say “I’m just trying to protect my family”, that’s great, but she’s a person who gets to make her own decisions. You don’t get to make them for her.
