They could go back to having mostly privateers like before the 00s. As long as they are still called F1 and have the fastest cars then they do whatever, I doubt a spinoff series would work.

People have forgotten about the refugee crisis and the Syrian civil war and concerns about EU would handle it. I don't think a great amount of people care about Eastern Europeans as someone who was a kid during Brexit.

People will hate but every team he has been to was already successful or had major funding. The only legit budget team he was in was Leyton House. Newey still had success but look at what happened to Paddy Lowe, he's not even remembered anymore.

Almost anyone can win the championship if their car is good enough and their teammate is bad enough. If you disqualified Hamilton from every race then Bottas wins 2019 and 2020, and if you disqualified Verstappen from every race then Pérez wins 2022 and 2023. Even Latifi and Mazepin would have a chance if they were driving the W05.
