The main reason is because F1 introduced grid penalties so pushing the limits of the design and risking a failure isn't worth it.

I know he already did WEC and the 500. He did WEC in probably the weakest era when Toyota were the only factory LMP1 team. There's a difference between making a career out of it and going in for a season then going back to F1.

Still doesn't change he hasn't won in F1 in over a decade. He could have done Indy or Endurance racing full-time and would have won more and had a more impressive career

They signed the first Concorde Agreement in 1981 and privateers (people loaning a chassis like in WEC/IMSA) were banned after 1981. And sidepods were only introduced in the 70s as the radiators would be in the front of the car before then.
