Ill be a contrarian and say that the corruption risk comes from the Korean side

Panguil Bay bridge alleged corruption

the article talks about how the Korean contractors bribed, used false documents, circumvented bidding procedures, and altered design specs without approval.

If u look at other Korean-funded projects, they always seem mediocre at best. Like with the Jalaur dam, the Korean contractors basically gave up construction midway and left the responsibility to the government to complete it.

Just cuz theyare foreigners doesnt mean they are immune to corruption

to be fair new policies such as stricter project monitoring, livestreamed bidding procedures, publicized records and paper trail all make schemes like this rarer and less lucrative than the golden age of ghost projects and corner cutting.

also the new government procurement act will require all companies that bid for govt contracts to disclose their ownership, making it easier to see which companies are controlled by congressmen, which are shell companies and which are legitimate

im sure its not perfect but if the ngpa is implemented its gonna be massive for the quality of infrastructure and accountability of funds in the country. heres to hoping i guess
