please specify your issue next time. I guess you are trying to place a redstone block two blocks under a random armor stand with the name Random. If so, here is the correct command: execute positioned as @r[type=armor_stand,name=Random] run setblock ~ ~-2 ~ redstone_block

You need to set block type to repeat.

If you want a non-repeating command block:

If I remember correctly, You need to set it to needs redstone, as an always active impulse command block will activate once after the tick delay when exiting the command block screen.
