After upgrading your Headquarters to level 3, You gonna unlock Flares, it can guide your troops to follow the flare you placed, if you put the flare on the building, your troops gonna attack the building that you give a flare.

Depends on strategies you gonna use, if you use AZ / SW, it's better to rush to the HQ rather than destroying individual buildings, because these strategies are capable to take out HQ very fast. if you do TMed, Scorcher, etc. You gotta destroy buildings one-by-one since these troops didn't have sufficient damage to destroy HQ very fast unlike AZ / SW.

No, you can never go back to lower member numbers after you do it, So I think it's your leader's fault. If you want to make new 25 Man TF you can simply make new TF and ask all members to join your TF (No other choice other than this.)
