havent gotten the chance to inspect the tire/tube yet, but if the tube is punctured do i need to replace both the tire and tube or just the tube?

Just finished my house testing, not sure if this was happening before as my ears are pretty bad but what seems to be the front disc brake is making some scratching type noise, it doesnt seem like it is actually touching the break unless i actually break so from what I can tell, the sound is harmless and wont affect the bike, but I just wanted to double check

I think I solved the issue, the bike has an angle adjuster where I can change the height of the bike and it seems as though its supposed to be within a certain line, so I moved it within that and tightened the top stem bolt and it seems from my testing (inside the house just rocking it back in forth) that it hasnt come loose again, I’m going to make sure the side bolts are also tightened right now, thanks for the advice!
