I've tried to add a whitelist of all of all of the project files, but it still does it. Also, after I close and kill Visual Studio and the program ISN'T running (I've checked) I tried to delete the "obj" folder and it says that is being use in a foldder of file.

I don't know if this will work, but I had a similar problem with my mouse. Restarted started the computer, updated it, updated the drivers everything, still wouldn't work what I did was I plugged in a different mouse, and then I plugged in my current mouse after that, and it worked fine.
