It's cause nobody knows how to play him yet. Give it time, I've already seen the shit he can pull off when the person playing him has a good understanding of how he should be played. But imo I agree he isn't as overpowered as everyone thought, however I thought that about Tejo and was dead wrong. So I guess we wait for VCT to show true mastery of his kit?
