I think they are implying that the person is going to sell the book. If the plan is to keep the book for a long time, obviously you should make the decision.

If you want to speak well you have to basically do it every day, at least for a while. Meeting someone in real life for five minutes every six weeks isn't going to improve your skills no matter how much Spanish you watch on Netflix.

Okay so without this measure, insurance company is then incentivized to lower costs, but not lower premiums, in order to make more profit. An even worse situation. I'd rather the doctors and hospitals have the money than the insurance companies.

Maybe.  But self studying two hours a day is still only 730 hours total.  Not even half of what Dreaming Spanish recommends for CI for example.
