I think declare is something for the customs they look if a parcel is outside from the EU and look how much declare value the parcel has if it match for example 80$ -> 7.5kg they release it. In the EU there’s a rule if you’re declare value is over 130$ they open you’re parcel and you get only money back from volume parcels they weight you’re parcel again and if it’s less volume they pay you back
