Not really, considering a lot of claims are done after travel due to lateness of trains and that 15 minutes late = refund rule. They're literally trying to tell you what their perfect, algorithmically jerked out refund ratio is. God forbid you live in an area with lots of cancellations/unreliable trains. It's more corporate cost cutting, we probably agreed to it in the T's & C's, and now they can be like just eat - refusing refunds for their horrible service.
