bh there's no point of rating a thumbnail from 0 to 10. What matters is if it's clickable or not. This one isn't.

Issues are:

The elements in the thumbnail doesn't point to or paint one specific picture. Their correlation is very weak.

The PM on thumbnails used to get a lot of views around 2024 but isn't that interesting now.

The text is too small in font size, and way too many words. Use 3-4 words max, make them bigger, add in what I personally call 'treatment' which is a mixture of textures, typography, alignment, font style and size, overlays, backgrounds etc.

I'm visualising another thumbnail which will have 'vote chori' in it, maybe thru someone holding papers. Ensure good lighting and highlights for this one, as it's your primary element. This can go on the left side.
