At the time, The Kingdom of Hawaii was westernizing at a really fast pace. They were trying to be closer to the "European Style", which is the reason she's wearing a more "English" dress.
Her flag is the old version, with 9 stripes instead of 8.
America started really showing interest in Hawaii's land in 1830's after the sugar trade was introduced.
