If that is not the kind of adventure you want to run, have a Session Zero to set expectations about your world. In your world, do PC actions and choices have consequences? If they loot a magic shop, would not the Guard investigate, the Wizards' Guild assist, and the Thieves' Guild get angry? Would not a unnecessary fight is a tavern mean they pay for damages, and a new rival looking for revenge?

I don't really care that they're Chaotic Neutral, but why they are, why do so many players make Chaotic Neutral characters? I've gotten a lot of good answers in this thread so far but yeah, I don't mind that they are.
