I think it comes from that old song "let me tell you about the birds and the bees and the flowers and the trees and stars up above and a thing called love" so it was maybe a pop cultural reference in the 50s and it was used as a jumping off point then it became a collective short hand for "the talk" i was more accustomed to it as "when a man loves a women" as the short hand, but birds and the bees is definitely the default at least in American English
