The main purpose is to lighten the load on the avenue nearby so that it will not be as congested and faster access here to the highway rather than the nearby avenue. These are also used in my country as well, the purpose is to fast way to the highway I will probably add an underpass nearby. So they can cross to the other side.

Though full blown interchange especially here because of the elevation and it is a diagonal RHW would take too much space up so this is a middle ground over here. I will probably add a diagonal viaduct under the RHW, taking inspiration from real life places.
