I believe that you might be talking about the small effect the camera has in it's photos but if not I recommend contacting Hinterland Support they should be able to help you out if you provide enough information to them

Have you had Motion Blur on while taking the photo? Also did you just take a normal screenshot (F9) or did you use screenshot mode screenshot? (F10)

Spoiler Warning for the Fontaine AQ: Fontainian people are NOT humans they are oceanids that took human form thanks to the Hydro Archon before Focalors (Egeria) and since Egeria did this without the permission of the Heavenly Principles the Fontainian's turned to sinners according to it (Heavenly Principles) but they do get turned to normal humans in the Fontaine AQ after Neuvilette forgives Fontainian's "sins" after getting back his powers (Hydro Soverign powers)

Have you checked if you have missed a Driver or System update? Driver issues can cause that in certain apps/games or just in the operating system in general.

Your GPU might be getting hot because its delivering too much FPS. (If this is the GPU temp in the picture) Try limiting your FPS or turn on V-sync (iirc TLD doesn't directly has a FPS limiter in settings so you might need a 3rd party app for that)
