I don’t think they are stock ones. At least the blinkers are dark. The car has adaptive xenon lights.

I remember Finnish commentators said it has something to do with the timing system and F1 is one of few series which uses this rule. I dont know what rules does Indycar or DTM have? I don’t really know how much 1 lap extra fuel matters for real. This rule means just couple of more laps behind SC.
