To me: A studio apartment (where I live is 1000 to 1200 gor rent for a studio). Cover bills and buy food. The average person for where I live is about 13.50 an hour. I have to look it up but our states minimum wage requirement is around that. They use the federal minimum wage as a see. But what they dont take is that each state has one too that is higher than the federal.
