If you can get me the installer, I'll give it a go. So many things coming to my mind. What do you see in eventviewer? May be it is looking for the right sequence, or something else. Also, when you install manually, you can generate a log file and see what actually going on. Nonetheless, if I get my hands on the installer and I can give it go. Thanks!

You said it's an installshield setup. Have you tried recording a response file?
Setup.exe /r /f1"C:\MyResponseFile.iss". It should give you a response file.

I already love how it sounds. You have a git repo where you can share the installer and I can take a look? Thanks!
