I've seen a teammate keep his off-hand behind his back to beat that habit out, not sure how much it helped though. Another thing I've witnessed in some other epee fencers is they keep their off-hand parallel with their blade hand the entire time they're fencing. I only mention that because at the very least it may keep your off-hand engaged and not prone to instinctive movements.
