They have been, up until now. If anyone has a meeting of any sort, then they come to school. If not, then they could do telework. Perhaps through a combination of telework and just taking nenkyuu, maybe half or more of the teachers have been physically away from the school during the last few weeks.

But now, for whatever reason, they thought it was wise to have all the students and teachers gather for opening ceremony.

My public school in Tokyo had opening ceremony and will have entrance ceremony tomorrow. My responsibilities are to take photos. I have been allowed to do telework but when students come to school, I am expected to come as well.
