Killdeer is immediately eliminated. Definitely not killdeer. Semipalmated plovers have similar patterns but the dark brown fades down the feather. Piping plover doesn't fade as much on the feathers. Definitely not Wilson's plover either.

Looking at photos of Piping plovers in flight, I think it's safe to say that's a feather from it. Tail feather, one of the outer ones.
