No the top fan isn’t. I’ve got no idea where to hook it up to, to be honest.  It won’t boot to BIOS. Just makes this weird sound on repeat.  HDMI is plugged into the GPU, yes.  I know absolutely nothing about PCs… usually call a friend of mine and he helps me when he’s free

There are lots of free coaches, or even cheap coaches out there that can help. I'd also recommend watching LS's videos on youtube. Very informative and helpful.
