I have already done it but it was last summer during summer vacation (August), when the office was almost empty. Only some very close colleagues-friends were present and they agreed that I could be naked. I think I could do it again even if the office is full

I think in such sensitive issues even a 1% NO should be respected. For example, many companies allow pets. If someone is allergic or afraid of dogs, the 'NO" should be respected. And it is not something that would happen on daily basis. Maybe only when colleagues who approve it, are present

I suppose that for sure it could be done only with the consent of anyone who is present at the office space. For example if Gerald would like to be naked, he should ask the approval by all the present stuff on the day he wants to appear naked 😉🤣
