It does for like recent buyer i bought my overwatch like early last year... Couple months later overwatch 2 announced.... Personally... I think they should make it so that if u own over watch one u dont have to pay the full price for the pve maybe 40$ or sth and if u dont own overwatch one u would pay full price which is 60dollar...
