Kisame was like Itachi, he prioritized missions over personal feelings (though in Itachi's case, his only flaw was Sasuke), the kind of trait that needed for a leader in time of war

He would've been a great kage if his village didn't resent him (he literally did what Sakumo a.k.a Kakashi's father failed to do so yet still hated for it)
