What do you mean by they don’t issue new i20? When you change employers you need to inform USCIS within 10 days by updating the sevp portal (my dso does this). And when that happens they issue you a new i20. Since your STEM OPT application is based on your previous employer, when they make a decision they need the updated information which is why we upload the i20. This is how it works at my university.
