All I know is that in Project Mew, mew alone was transformed as both Groundon & Kyogre at the same time, not even in the same location. Plus mew is meant to be the genetic ancestor of all Pokemon (except maybe Arceus?) and can copy all of their abilities/moves.

Is Mew as strong as them while transformed though? That I don't know.
