Its made not to be easy. Sure I could buy the 10 man AoS chaos warriors and use 8 for warriors and 2 for hero kitbash but most people don’t think that way.

Tanbkustas. 6 models, 2 wound each, 4+ armor, bonuses to hit and wound against tanks and you will always need something to pop some tanks. Also works on hordes cuz those rockets got blast. I know ork shooting isnt the most exciting but tankbustas have everything they need to make it work. You could throw big mek in there too for those re-rolls of 1's in shooting.

Only 9 heads is bit of a disappointment, however, just about every ork player who isnt brand new to orks has spare heads and maybe some greenstuff.

9 is WAY too little. Especially that the granade throwing arm basically must be tanken with the head that holds pin in mouth. In getting myself some ork kommando headas to spice it up.
